we purchased a new furnace and air conditioner. The heat pump compressor went out and we are told this was due to a power surge. Cost will be $650.00. Is this questionable.?

There are two main reasons for a compressor to burn out: poor maintenance, and a power event. Since it sounds like your system is brand new, then yes, the compressor failure could be due to a power event, such as a power surge.
Regarding the cost to replace your compressor, this will depend on a number of factors, such as, the type of system that you have, the size of your system, etc.
If you are concerned about the quote that you have received from your current technician, I would suggest that you contact the manufacturer of your system, and get a list from them of local certified technicians who are qualified to work on your particular system, and then have one or more of these technicians come out and inspect your system and give you a competing quote.
